From global to local: Sustainable Water Resource Governance for Latin America and the Caribbean

Latin America faces water crises and related policy challenges across the region, as rapidly growing and ever wealthier urban populations, expanding agribusinesses, diverse industries, extensive mining, power generation and tourism, which added to the impacts of climate change and climate variability deprive water from or degrade its quality for use by marginalized populations of smallholder farmers and the urban poor, as well as for ecosystems. In this context, the urgency to develop integrated frameworks for water governance under the normative framework of sustainability becomes paramount.

Objectives

This workshop intends to link the international water governance community with inputs from scientists and policy makers from across Latin America. It aims to identify ways in which existing frameworks for Integrated Water Resource Management can integrate locally generated feedbacks and help translate the global water governance agenda into concrete policies responsive to local contexts. The objective is to create practical and conceptual proposals to help advance the adaptive planning of water resources, promoting the generation of regional networks that support the identification of best practices and identifying conceptual gaps that currently limit sustainable water governance. The workshop will provide opportunities for dialogue between research and practice communities linked to water management through different disciplines, stimulating a discussion from a broad conceptual perspective.

Desde lo global a lo local: Gobernanza Sustentable de los Recursos Hídricos para América Latina y el Caribe

Dado el rápido crecimiento de las poblaciones urbanas, la expansión de la agro-industria y la industria extractiva, la generación energética y el turismo y los impactos asociados a la variabilidad y el cambio climático, América Latina y el Caribe enfrentan una crisis de agua y de políticas asociadas a su disponibilidad y distribución. En este contexto, la urgencia de desarrollar marcos integrados para la gestión del agua en el marco normativo de la sustentabilidad se torna fundamental. 

Objetivos

Este taller busca vincular a la comunidad internacional asociada a la gobernanza del agua con el trabajo de investigadores y redes ligadas a la toma de decisión del manejo de recursos hídricos  de toda América Latina. El objetivo es generar propuestas prácticas y conceptuales que ayuden a avanzar en la planificación adaptativa de los recursos hídricos, promoviendo la generación de redes regionales que apoyen la identificación de mejores prácticas y la identificación de brechas conceptuales que actualmente limitan una gobernanza sustentable del agua. La aproximación del taller busca integrar experiencias locales de gestión de recursos hídricos con agendas globales de gobernanza del agua, a modo de contribuir conceptualmente desde una perspectiva regional a las agendas globales de gobernanza del agua y, simultáneamente apoyar la gobernanza local de recursos hídricos. El taller facilitará instancias de diálogo entre comunidades ligadas a la gestión del agua desde distintas disciplinas, permitiendo abordar la discusión desde una amplia mirada conceptual.
