Henrique Jerônimo Bezerra Marcos is an Academic Lecturer at Maastricht University’s Faculty of Law, specialising in international law, environmental policy, and the intersection of legal theory with frontier technologies and artificial intelligence (AI). His current research focuses on ocean governance, with particular attention to marine genetic resources (MGRs), digital sequence information (DSI), and the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement. Henrique’s work integrates legal reasoning, AI-driven compliance tools, and logical frameworks to formalise and automate the interpretation of international legal obligations across fragmented treaties.
