Dr Nila Kamil is a climate policy and governance researcher and practitioner whose work examines how transparency, accountability, and reflexive governance can enable more effective and transformative climate action. Her research sits at the intersection of environmental governance, climate policy, and institutional change, with particular interest in how climate information is translated into learning, accountability, and improved policy performance across governance levels.
Her PhD research at Wageningen University and Research examined the effects of multilevel climate transparency on climate mitigation action through a reflexive capacity lens. Her research has included comparative cases across Brazil, China, India, Indonesia, and Mexico, as well as studies of accountability in multilateral climate transparency processes. Building on this work, she is interested in how reflexive governance can contribute to governing emerging and contested transformations, including carbon markets, climate finance, and just energy transitions.
Nila brings more than 15 years of experience in Indonesia’s climate policy and governance processes, including work at the Ministry of Environment on mitigation policy, MRV systems, emissions accounting, carbon-market readiness, institutional capacity-building, and international climate negotiations. This practitioner experience informs her interest in connecting governance theory with the institutional realities of implementation.
As a female researcher from the Global South, Nila seeks to contribute perspectives that challenge predominantly Northern framings of environmental governance and bring greater attention to questions of power, inequality, development, institutional diversity, and epistemic plurality. Her broader interests include climate transparency and accountability, reflexive governance, carbon markets and Article 6, climate finance, and just transitions.
