Abstract

Alors que 2010 marque l’année internationale de la biodiversité, les firmes jouent un rôle encore mal connu dans l’élaboration des accords internationaux liés à ce thème. Pour le préciser, cet ouvrage analyse l’influence des lobbies industriels sur les négociations passées et en cours de deux sous-accords de la Convention sur la diversité biologique signée en 1992 dans le cadre des Nations unies. Ces deux sous-accords portent respectivement sur la gestion des biotechnologies, et sur celle des ressources génétiques naturelles. Les firmes ont-elles réussi à imposer leurs préférences lors des négociations de ces accords ? Ont-elles dicté leurs lois, ou, au contraire, sont-elles restées sous le joug des gouvernements ? Seule une analyse empirique détaillée des stratégies d’influence industrielles en amont et pendant les réunions de négociations internationales permet de répondre à ces interrogations.

2010 has been proclaimed the International year of biodiversity. Though, the role played by firms in the negotiations of the international agreements on this topic is still unclear. In order to better understand such a role, this book analyses the influence of business lobbies in the past and current negotiations of two sub-agreements of the Convention on biological diversity. These two sub-agreements deal respectively with biotechnology applications and natural genetic resources. Have corporations been successful in imposing their preferences during the negotiations of both agreements? Have they dictated their rules or, to the contrary, have they been forced to comply to governmental decisions? A detailed empirical analysis of the industrial lobbying strategies developed in preparation to and during the negotiations helps answer to these questions.
